@JamWheel WTF, man, why haven't you bothered entering that into the photo contest yet? Have you seen some of the crap that's up there? Something cool like that would likely take the contest hand's down. :-)

OK, but remember that as a moderator, how you react will to some extent inform how others react. You might have a hard time with the "be nice to new people, even if they're being idiots" line if... well... You're not being nice to new people even when they're being idiots.
Maybe. Or maybe because English was his second language some of the 'take a hint, dude' things that were coming across clearly to us were not coming across as clearly to him...
I'm not saying he wasn't annoying... even reading later in the transcript was annoying... But @rfusca's "taking the high road" instead of "tearing him a new one" is probably a better example in general...
It's important to remember that others may not draw the line in exactly the same way you do, so if others see you (with a bit of a "leadership" role) taking people to task harshly then they may see that as OK and do it too... And before you know it we're right back where we were a month ago with every person jumping into threads and berating new folks who ask "dumb" questions.
Or maybe not. I'm not trying to argue. Just thinking out loud...
However, there is a limit to my patience, and as the guy was being quite disruptive of normal chat discussions, I would have shut him down earlier than @rfusca simply out of courtesy for the other people in the room.
No matter how cordial you intend to be with someone, there has to be a limit somewhere...unlimited tolerance doesn't do anyone any good in the long run.

of course, the de-facto supreme spam email of all time is "dear sir, we have fifteen billion dollars in an account from your unnamed nigerian uncle JUST WAITING for you to send us all your bank account information so we can deposit it for you!! So please, send us all your personal bank account information, and don't worry, we won't steel ANY of your funds...trust us!"
bird photography is alot about patience....you'll not get much trying to sneak up, but setting up a 'blind' and just camping by a feeder or a tree for a bit will yield better results
When you get ready to take the shot, frame something else nearby first, then pan to the bird...they don't like being looked strait at...but don't seem to really mind a camera most of the time.
Well, before I answer...I must insist on a proper question. Could you formulate a full question, and preferably, embed the image directly in the question? Asking people to come here to see the picture and our chat just imposes more hassle on other viewers.

but are also more personal in that while there are general programming questions, a LOT of programming questions are extremely specific to a particular problem a specific programmer is having with language X and framework Y on platform Z while interacting with other platform A over protocol B, but only in circumstance YADDA BADDA BING.
for example, having a problem with WCF and WS-Security interacting with Java and Metro over HTTP with x.509 certificates, and problem XYZ
there certainly isn't anything wrong with such a question on SO as far as I know
Photo.SE is different, in that while there are the personal equipment recommendation questions (which most people hate), most other technique questions can be helpful to thousands of viewers
I wouldn't call that a specific question though. You've made it as general as you can given the constraints of the environment you're working in. Problem with photography is that everything can be generalized to "How do I take better pictures?"
So maybe the target of utmost generality is not what is being looked for
I delete stuff on a regular basis, but never right after I take a picture... I always revisit stuff after a few months to allow myself a little perspective...
