Father still wants to go prebuilt and is looking into laptops (specifically "2-in-1" machines that can be used as tablets as well as laptops) but the budget is low due to the limited uses expected.
Not too sure if Silvermont is the best idea because it provides very little room to grow.
Right now, Father's machine has a broken Windows Update which fails to get any update information whatsoever (svchost.exe consumes an entire CPU core on a slow AMD K8 dual-core processor) and was unable to get the updates for this month's Patch Tuesday.
Due to the security implications of this issue, as well as the exceptionally poor performance this has resulted in, we're forced to look into getting or building a new machine as soon as possible.
The hard part is whether it's worth the extra cost of the Windows license (OEMs pay far below the ~US$130 needed for a retail license of Windows 10).
OEMs also pay a lot less for bulk parts like the case, PSU, motherboard, and processor such that at lower price points (<$600 or so), it becomes uneconomical to build a PC from parts.
The customization options once available on most desktops and laptops are now gone.
I fondly remember getting HP to custom-build my old laptop...
has windows, the iGPU is 'good enough' for web browsing, has a ton of options for upgrades - mine has 8gb of ram, a msata SSD, 2.5 inch drive and the built in emmc....
as for the IGP, its happy handling 4k30
and you can reuse your current monitor (assuming it does HDMI) and many other periphrals.
My concern is going from GT2 to GT1 on the IGP (HD 530 to HD 510), which can visibly hurt desktop graphics performance considering that I'm losing half the EUs.
12 EUs doesn't exactly sound like a lot.
I don't know if I even want to reuse the aging GeForce GT 640 card from the old desktop.
Also, we're not even driving a 1080p display. I expect Father to reuse his 1680x1050 display.
I'll have to ask about graphics workloads tomorrow.
I kinda fear that getting the Celeron or Pentium is just asking for a wasteful CPU/GPU upgrade down the road...
(Wasteful in that we'd have to pay twice for the processor.)
I don't want to put a Celeron in the machine and later have to swap it out for an i3 given that Father still has the occasional desire to game lightly on the system.
It's not just the IGP.
I guess I'll build with the i3 and add a discrete graphics card whenif it becomes necessary.

Try using the command bfsvc.exe %windir%\boot /v in a CMD session started up as Admin, as stated here. This fixed the issues for me.
