Q: What makes a comment obsolete?

fredsbendThis question is difference than Guidelines on flagging obsolete comments. In this question I want to know what exactly makes a comment obsolete. I was looking through my flag history and noticed that the only declines I have are on obsolete comments. When should I flag a comment as obsolete?

@PaulVargas Yeah. I'm from the upper midwest. I'm a software engineer for windows desktop apps. SQL and C# mainly, but I've done a lot of web programming too (which I don't do any of in this current position which makes me sad)

I made this site for my church: kahlakeville.org
the site is pretty freakin terrible
but it was one of the first things I did
and I made it from scratch like an idiot
I shoulda used wordpress or SOMETHING standard
 
@LCIII I've built most of my sites from scratch - but that was before WordPress became a de facto standard.
I use HTML/CSS/jQuery (which I love) and ColdFusion.
Which I totally love.

I'm becoming a Django person myself.
Once I consider myself decently experienced, I'll probably tackle Ruby on Rails.
