That's a paper showing severe weaknesses in NSA-designed SIMON cipher which were found and which allow key recovery, but the technique is not public.

Hell, Speck/Simon released in 2013 already have over 70 papers attacking it.

Like that spinics.net thing I linked you shows the NSA pushing really hard (recently) to standardized Speck and Simon (two low-footprint ARX block ciphers), but the ISO rejected it eventually, for reasons such as the NSA literally refusing to answer cryptographic questions, lying, and being evasive.
